Below are the proper, lawful steps to report blasphemous content, speech, or social media activity through police channels and Pakistan’s cybercrime authorities.
What to Report
You may report content that:
- Insults the Prophet Muhammad ﷺ or any Prophet of Allah
- Disrespects the Qur’an, Hadith, or Islamic rituals
- Mocks Islamic laws, sacred symbols, or personalities
- Publishes or promotes blasphemous videos, cartoons, writings, or memes
- Uses derogatory or inflammatory language online or offline
Note: False accusations of blasphemy are also a serious offense. Only report with genuine concern and evidence.
Before You Report: Verify First with an Authentic Islamic Scholar
IMPORTANT:
Before submitting any report to the police or FIA, you must consult a senior, authentic Islamic scholar (mufti or alim) to verify:
- Whether the content or statement truly constitutes intentional and punishable blasphemy under Sharia and Pakistani law.
- Whether it is a misunderstanding, misquote, or translation error.
False or emotional accusations may:
- Harm innocent people
- Invalidate the case legally
- Lead to sin and criminal liability
Please verify your concern with a recognized Dar ul-Ifta, senior mufti, or trusted scholar before proceeding.

Important: Use respectful language in your report. Do not threaten or insult anyone in your complaint.
2. Nearest Police Station (For Offline or Known Offenders)
If blasphemy occurs:
- In a public speech
- In a classroom, workplace, or printed material
- By someone whose identity you know
You can file a written complaint at your nearest Police Station under Section 295-C or 295-A of PPC.
Your complaint should include:
- A clear written statement of the incident
- Time, place, and names of people involved
- Any witness accounts or evidence
Ask for a Receiving Copy or FIR number for record.
3. Contact Religious Legal Teams (Optional)
If you feel unsafe or need help drafting your complaint, contact a registered legal aid organization that specializes in blasphemy cases.
